Overall Responsibilities
Management Sciences for Health (MSH) is seeking a highly experienced Monitoring and Evaluation specialist to work full time on the USAID-funded AIDSTAR-Two Project. The Monitoring and Evaluation (M&E) Technical Advisor works closely with the Project Director, Director of Finance and Administration, Capacity Building Technical Advisor, and other members of the project senior management team. The M&E Technical Advisor is responsible for developing the project’s M&E plan and systems and submitting data for USAID portfolio review. The M&E Advisor will also oversee special studies and be responsible for project and study reports. He/she will provide direct assistance to build clients’ capabilities in M&E and act as a trainer of other technical assistance providers as needed.

Specific Responsibilities
SPECIFIC RESPONSIBILITIES:

1. Design and implement M&E systems that will generate timely information and feedback to project counterparts at all levels, and to the US government.
2. Provide leadership and technical guidance for the preparation of annual, semi-annual and other required reports. Proactively work with technical support hubs and local staff to collect and prepare performance data for these reports.
3. Assist country-level M&E staff to design appropriate M&E processes and tools for program activities and sub-grantees.
4. Design and install a system for monitoring the outcome of capacity building.
5. Conduct small scale operations research studies to evaluate best practices in terms of effectiveness and costs.
6. Provide M&E training and on-going assistance to local PEPFAR implementing partners to ensure quality data collection, transmittal, analysis, use of data for decision making and timely report writing.
7. Evaluate results achieved by program and partners against their targets and track overall progress in achieving the program goals.
8. Provide feedback to the Knowledge Management Technical Advisor on results and best practices.
9. Capture lessons learned and best practices. Provide documentation and dissemination of information, develop presentations, abstracts, articles, etc.
10. Provide support and build capacity of the project country-level M&E staff, as applicable.
11. Participate in regular meetings of project senior management team.

Qualifications
1. Masters degree in public health, demography, epidemiology, health administration, program evaluation or equivalent.
2. Minimum 5 years experience in monitoring and evaluation of health and/or HIV/AIDS programs, including the use of data to inform decision making, planning, resource allocation and other strategic initiatives.
3. Skills and experience in M&E capacity building for individuals and organizations.
4. Previous M&E experience in a PEPFAR-funded program.
5. Proficiency in evaluation design and development of indicators.
6. Experience in designing and conducting small-scale operations research studies.
7. Good working knowledge of descriptive, inferential and advanced statistics.
8. Previous supervisory experience.
9. Excellent leadership, management, coordination, interpersonal and teamwork skills. Must be able to work collaboratively as part of a team.
10. Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
11. Strong skills in MS Excel, Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS).
12. Excellent written and spoken English required; Proficiency in French or Spanish desired.
13. Willingness and ability to be flexible depending on changing priorities and deadlines.
14. Must be able to travel about 25-30%.
