Overall Responsibilities
MSH seeks a Senior Technical Advisor, Supply Chain Operations and Logistics, in anticipation of an upcoming procurement for a two-year contract (with yearly extension options) for the implementation of strengthening the management of the supply chain in Malawi. The objective of the new procurement is to build on gains made in the past as well as solidify and grow technical capacity, collaboration, and implementation of the various stakeholders involved in the procurement, distribution, storage, and dispensation of medical supplies. The overall goal of this project is to ensure that the people of Malawi have access to adequate quantities of affordable essential medicines and health supplies of high quality by strengthening the national supply chain for essential health commodities. This position will be located in Lilongwe, Malawi.

Specific Responsibilities
The Senior Technical Advisor, Supply Chain Operations and Logistics, ensures that systems and processes are in place for the successful development, implementation, and evaluation of national and district program plans aimed at improving the availability of quality health commodities necessary for the effective delivery of health programs in Malawi. Together with the Chief of Party and the Project's other Senior Technical Advisors, he or she assists the pharmaceutical sector of the Government of Malawi and its institutions in the review, development, and implementation of policies and procedures aimed at strengthening supply chain operations. The Senior Technical Advisor, Supply Chain Operations and Logistics, provides technical expertise and strategy across the following key areas: supply chain system assessment approaches and tools; product selection; forecasting and quantification methods and tools; inventory control and distribution systems; and management information systems. He or she represents the Project to institutional partners and stakeholders as necessary.

Qualifications
1. Master’s degree in business, pharmacy, public health with emphasis in supply chain management.
2. Significant experience in at least two of the following key areas:
a. Supply chain system assessment approaches and tools
b. Product selection
d. Forecasting and quantification methods and tools
e. Procurement processes
f. Inventory control and distribution systems
g. Management information systems
3. Knowledge and/or understanding of the supply chain management system for health commodities in Malawi preferred.
4. Knowledge of US Government-funded programs and experience managing relationships with USAID missions preferred.
5. Proven programmatic, technical, and interpersonal skills to collaborate effectively with professional colleagues in a broad range of governmental organizations and Implementing Partners.
6. Strong interpersonal, verbal and written communications, teamwork and partnering abilities.
7. Demonstrated excellent English language skills (both written and oral) with the ability to conduct business in English.
8. Demonstrated computer skills in Microsoft Office Suite applications including Word, Excel, Outlook, and Power Point.
9. Ability and willingness to travel within Malawi at least 20% of the time.
