  • Overview

    The TA will support:

    The Ministry of Health (MoH) and Essential Medicines List (EML) on the development and appropriate implementation EML for procurement and reimbursement according to the best international practices as part of the technical support from the SAFMed project.

    Better communication among MoH, EML Expert Committee, SEC, regions and the SAFEMed Project and support MoH in EML policy implementation and promoting an evidence-based and informed-based decision making process.


    The TA on EML works under the supervision of the STA and works closely with stakeholders in providing technical support for the development and implementation of pharmaceutical policies and procedures in order to support adequate medicine selection for procurement and reimbursement and to assure the continuous availability of medicines in Ukraine.


    This position will be reporting to the Project Deputy Director and seconded into the MOH and will receive direction from the Deputy Minister of Health for Pharmaceuticals in regards to daily activities. The TA on EML ensures activities are based on the annual USAID-approved SAFEMed work plan.


    This is a 12 month position with possibility for renewal and this position is eligible for allowances and/or relocation.

    Specific Responsibilities

    Technical Assistance in Essential Medicines List (60%)

    • Support the Senior Technical Advisor in building capacity of the Government of Ukraine, MoH and EML EC in implementing a revised, consolidated Essential Medicines List (EML) through support of SAFEMed activities.
    • Support  better communication among MoH, EML Expert Committee, SEC and SAFEMed.
    • Support the MoH, EML EC and the Project in communication with regions on EML implementation issues.
    • Working under the STA and MOH, support communication with key stakeholders in EML policy implementation and promoting an evidence-base and informed-based decision making process.
    • Assist the MOH in in obtaining  relevant documents, reports, statistical data for international and/or local experts to development recommendations, drafting legal framework relevant to EML/HTA policy implementation and improved access to pharmaceuticals, and medical devices and technologies in line with the SAFEMed workplan.
    • Support the MOH and SAFEMed in organization of trainings, webinars, regional workshops on EML/HTA/RDU policy implementation.

    Data Analysis (15%)

    • Support in data collection for KPIs relevant to EML/HTA/RDU implementation.
    • Monitoring, analysis of progress in the EML implementation, including progress in accessibility to EML-medicines at regional level.
    • Support in obtaining of data for conducting of different models of Cost-effectiveness analysis and Budget Impact Analysis.

    Technical writing/editing (25%) 

    • Assist in drafting, commenting and editing of documents (SOPs, Guidelines, standard treatment protocols and other regulations in areas relevant to the assignment).
    • Provide technical inputs into areas in EML, HTA, DRU implementation to highlight for technical reports, success stories, and/or operational research
    • Under MOH and STA supervision support and coordinate  the  drafting of  documents jointly with supporting  legal firm and technical WG members.
    • Provide required inputs for SAFEMed quarterly reports and indicator reports in his/her technical area.

    Qualifications and Experience


    • A Bachelors degree in medicine, pharmacy, economic or other related discipline.



    • At least 6 years of experience or a Master’s degree and at least 4 years of experience in pharmaceutical management, public health or pharmaceutical law with emphasis in medicines.
    • Experience working with the MOH and national level organizations.



    • Familiarity with EML principles, and regulatory framework on pharmaceuticals.
    • Familiarity with EBM principles and Clinical Practice Guidelines/ Standard Treatment Protocols.
    • Experience with procurement processes.
    • Experience working with USAID-funded programs highly desirable.


    • Excellent interpersonal skills and sound judgment and communication skills.
    • Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook; knowledge of appropriate methods for data analysis and reporting.
    • Skills & knowledge to write technical reports, documents and power points presentations in English and Ukrainian.
    • Working knowledge of spoken and written English and Ukrainian; knowledge of Russian is helpful.
    • Strong organizational skills, and attention to details and ability to work in a team-oriented environment.

    • Travel requirements: Availability to travel domestically and internationally as needed estimated at a level of 10-25 % of time
