  • Overview

    Management Sciences for Health (MSH) seeks a Senior Governance Specialist for an anticipated 5-year USAID-funded project that supports health systems strengthening as a means to achieve universal health coverage. The project will work in low and middle-income countries and focus on increasing reducing financial barriers to health services, ensuring equitable access, and improving the quality of patient-centered care.


    The Senior Health Governance Specialist will be part of the program technical team and will have overall responsibilities to design, implement, and monitor and evaluate health governance programs. This will include using a mix of approaches and strategies to apply governance improvement methodologies to the health sector to achieve the task order purpose and objectives. The Senior Health Governance Specialist will be expected to work collaboratively as part of the core and extended project teams to realize synergies between the task order objectives.


    This position is subject to project award and funding.

    Specific Responsibilities

    1. Work with the Technical Director, other technical specialists, and local partners to tailor and implement technical assistance approaches and improvement methodologies in health governance to the specific needs and context as requested from partner countries, USAID/Washington, and in-country USAID Missions. These may include facilitating the participatory development of governance capacity improvement plans. 
    2. Provide ongoing mentoring and coaching to in-country teams and local partners as they implement health governance related approaches and/or their governance capacity improvement plans. 
    3. Collaborate with the Project Leadership and the Monitoring, Evaluation, and Learning (MEL) Specialist to ensure that each governance intervention is designed to contribute to increasing financial protection, increasing population coverage, and/or increasing service coverage of quality essential services. Ensure activities are closely monitored and documented throughout implementation to capture that contribution and that actions are taken to continually improve performance (including re-orienting and adjusting strategies when needed).
    4. Represent the program in high-level technical forums, donor discussions, and to host country government counterparts.
    5. Lead or coordinate project responses to specific Mission buy-ins related to health systems performance and sustainability. 
    6. Oversee efforts to document project results related to health systems performance and disseminate results as appropriate at national, regional and global levels. 
    7. Directly supervise at least one staff member.

    Qualifications and Experience

    • Bachelor’s or Advanced degree in public health, public policy or a relevant discipline combined with the following minimum years of direct relevant experience working in health systems in low and middle income countries:
      • 15 years of direct relevant experience with Bachelor’s degree
      • 12 years of relevant experience with Master’s degree
      • 10 years of relevant experience with JD/ABD (all but dissertation)
      • 8 years of relevant experience with PhD
    • Strong experience developing, implementing, managing or evaluating health governance programs and a robust understanding of priority governance issues in low- or middle-income countries.
    • Track record of working collaboratively with local partners to define and analyze governance capacity and needs, and develop tailored improvement plans informed by evidence-based practice.
    • Experience managing, conducting or translating health systems research for policy or institutional reform.
    • Professional experience interacting with government or non-governmental organizations including the private sector in low and middle income settings. Including excellent cross-cultural interpersonal skills.
    • Fluency in English required. Fluency in French preferred.
    • Willingness to travel internationally up to 25%.
