  • Overview

    The Regional Human Resources Partner implements practices and activities of MSH’s Human Resources Management (HRM) Office a regional capacity, providing a full spectrum of HR services and programs linked to short and long-term organizational needs and objectives. S/he works closely with MSH Corporate Human Resources and Country Leadership Team/s to support the achievement of organizational mission, goals, and objectives through the development, implementation, and management of activities to deliver HR capacity and infrastructure across projects represented in the region.

     

    Preference will be given to candidates located in Western/Eastern Africa.

     

    Specific Responsibilities

    General HR Services and Support (40%)

    • Demonstrate technical competence in all practices of human resources including the areas of recruitment, benefits, policy development, compensations, and employee relations. Provide feedback and advice constructively on work products; and provide input to procedures, processes, reports and other documents.
    • Provide guidance to staff on employment life cycle for assignments, domestic and international hires, transfers and trainee programs including immigration and visa processing, global mobility logistics & relocation, and allowances.
    • Provide counsel on confidential employment matters, career development, job satisfaction, and grievance and discipline issues. Provide guidance on procedure and options for resolution, consulting with the Corporate HRM as appropriate.
    • Assist to investigate and review employee complaints and research MSH policies and/or applicable US/local law(s). Track and report on employee complaints, harassment issues, and potential legal claims.
    • Manage the annual Performance Planning and Review (PP&R) process and provide training to Supervisors and staff. Support managers and supervisors in developing clear, measurable objectives; assist with the development of progressive improvement plans for under-performers; and, as necessary assist with employee terminations.
    • In consultation with the MSH Country Representatives, Project Directors and with the HR Managers, coordinate the administration of benefits programs with the appropriate vendors, including renewals.  Ensure that the benefits packages are reviewed on an annual basis, and provide recommendations. Assist with communication to staff.
    • Implement the orientation program for new staff and explain assigned regional benefits, procedures, and policies.

    Compliance (20%)

    • Review employee contracts and templates to ensure they are in compliance with applicable policies and laws. Review templates and HR communications to ensure information is accurate and updated.
    • Understand and articulate compliance issues related to human resources for foreign assistance programs and the applicable regulations and US/local law in the areas of global employment, including but not limited to benefits, leave, social contributions, terminations, and severance; manage the administration and coordination of available resources for this information.
    • Educate staff and ensure adherence of timely filing of benefits claims and reporting requirements associated for DBA and/or Foreign Worker’s Compensation Coverage.
    • Assist project teams and others to interpret policies, procedures and/or applicable government/client regulations

    Customer Service (20%)

    • Respond to staff requests in a timely and professional manner.
    • Communicate effectively, listen carefully and create solutions in line with applicable laws, regulations, and/or policies and procedures.
    • Design and disseminate communication to educate and improve employee workplace.

    Business Development (20%)

    • Promote MSH by active participation in external events, networking, articulation of MSH’s past and present portfolio, and effectively represent the company’s history, values, and standards.
    • Assist proposal teams on an as needed basis on various issues including coordination of benefits cost, or recruitment roles and/or help with drafting of personnel sections.
    • Assist in developing or supervising licensing, subcontracting, or teaming arrangements with local firms as delegated

    Qualifications and Experience

    Education

    Required:

    • Bachelor’s Degree

    Preferred:

    • Master’s degree preferred, or equivalent combination of education and work experience in a relevant technical competency area, preferably in the area of human resources

    Experience

    • Minimum of seven years (for J band) or eight years (for K band) experience with three to five years focused on Global Human Resources.
    • Strong HR generalist background.
    • Minimum of three to five years of project management, staff supervision, and strong understanding of administrative needs related to human resources functions.

    Knowledge and Skills

    • Demonstrated ability to implement and manage all aspects of the HRM function in line with local laws, current practices and trends.
    • Strong verbal and written communication skills.
    • Excellent oral and written communication skills in English and French; additional language such as Portuguese or Spanish helpful.
    • Demonstrated ability to gain the trust and confidence of colleagues and to handle confidential matters discreetly and have experience in conflict resolution.
    • Ability to work effectively in a team or independently.
    • Ability to competently assess priorities; manage a variety of complex activities simultaneously in a time-sensitive environment, and meet competing deadlines.
    • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
    • Strong organizational skills and attention to detail.
    • Demonstrated computer proficiencies, including Microsoft Office Suite, especially Word, Excel, PowerPoint and database management.
    • Strong presentation skills.

    Physical Demands

    • Ability to travel and work abroad a minimum of eight to sixteen weeks per year, and/or to consider long-term overseas assignments.
    • Keyboard use, pulling drawers, lifting papers <10lbs.
