  • Overview

    The Technical Advisor-MIS/MIS Advisor is responsible to provide technical assistance to strengthen pharmaceutical management information systems of the MOHFW and its key directorates e.g. DGHS, DGFP, DGDA and also NTP in the area of data quality management which includes availability of quality data and ensure evidence based decision making.

    Specific Responsibilities

    Technical Support

    • Lead and manage the development and finalization of functionality, requirements and functional specifications of SCMP, DGDA portals, Pharmadex, Asset management System, e-TB Manager including dashboards, reports, & assets management system and additional enhancements including integration and interoperability with DHIS2;
    • Manage vendor performance and manage stakeholder’s expectations;
    • Review request from stakeholders, and finalize requirements documents and functional specifications with stakeholders and vendor;
    • Prioritize tasks, manage technical documentation from vendor, test and validate vendor performance;
    • Set-up and institutionalize a site-support system for the MTaPS implemented HIS tools; identify new technologies, functionality, hardware to continuously refine project software solutions;
    • Provide necessary technical assistance to the MOHFW and its directorates to introduce effective procurement and logistics management information systems e.g. data collection, compilation, reporting, analysis and use including feedback mechanism;
    • Provide support to ensure that good policies and procedures related to IS infrastructure and its security are in place in MSH Bangladesh office in accordance with MSH corporate IS policies to restrict access to MSH systems to only authorized individuals and to protect MSH IT equipment, network and data;
    • Carry out additional responsibilities as may be assigned from time to time.

    Monitoring and Evaluation

    • Work with respective STA to collect and analyze adverse drug reaction cases for ensuring patients safety using available statistical tools and mapping software;
    • Work closely with STA-HIS and Finance and Administration Manager to develop and monitor appropriate/adequate budgets to support relevant technical activities;
    • Work with STA-HIS to develop and implement a strategy to transfer relevant technical skills to local counterparts throughout the life of the projects; specifically, working with MTaPS partners, consultants and relevant technical team to finalize handover strategy and implementation;
    • Work with MTaPS IS specialist to strategize and ensure smooth operations of the server transfers to Bangladesh; provide guidance to IS specialist to perform, verify and test data backup and other disaster recovery procedures to minimize loss of data;
    • Report regularly to the STA-HIS on progress/results achieved in technical work plans, and resolve any challenges faced;
    • Monitor and manage vendor contractual mechanism to ensure they comply with MSH and USAID regulations.

    Capacity Building and Training

    • Assist STA-HIS and the team to develop technical documents required for smooth transitioning process of handing over of MTaPS supported tools to MOHFW and its directorates. Organize and facilitate training for the MOHFW staff as part of handing-over process;
    • Contribute to the development and implementation of MTaPS software solutions and technical work plan within the assigned cluster to strengthen availability of information to support decision making. Manage technical documentation (SRS, meta data dictionary etc.), User guides, training materials etc. as related to software systems;
    • Build strong partnership with GoB entities and foster collaboration with USAID implementing partners and other key stakeholders in HIS tools implementation;
    • Provide on the ground monitoring and document progress towards achieving project’s/country results using performance as they relate to systems and data for decision making;

    Coordination

    • Closely work with STA-HIS and other team members to ensure defined technical work plans are being implemented in a timely and technically sound manner, and productively leverage collaboration with key government and other stakeholders and partners;
    • Represent the program at various technical meetings with other cooperating agencies and participate in various working groups and making technical presentations as required.

    Qualifications and Experience

    Education:

    • A Bachelor degree in Computer Science or a related field or equivalent relevant experience;
    • Sound knowledge on open source software & basic programming language e.g. MySQL, Java, Visual Basic, PHP is must to help enhancing features of different tools.

    Experience:

    • At least 6 years of experience in management information system in the health sector of the MOHFW and its directorates;
    • Experience on design, planning and implementing of health related information tools supported by USAID and other donors;
    • Experience in providing technical assistance to the Government counterparts in implementing electronic tools for effective management information system to strengthen pharmaceutical system ;
    • Previous experience installing, maintaining, and troubleshooting Microsoft Office Suite, and other standard software (e.g. Firefox, Explorer).

    Knowledge and Skills:

    • Extensive knowledge in administering Microsoft Windows 2003 operating systems, Linux, office 2007, firewall, Cisco routers MS Exchange, and Outlook client;
    • Ability to work under pressure with supervision of a team and take initiative;
    • Excellent organizational and interpersonal skills with a service oriented outlook;
    • Excellent communication skills with fluency in English required and ability to communicate in English preferred (written and verbal).

    Physical Demands

    • Ability to travel for extended periods of time in-country to support technical activities;
    • Willingness and ability to travel internationally, including to the US as needed;
    • Keyboard use, pulling drawers, lifting papers <10lbs.
