  • Overview

    The IS Specialist is responsible for the planning, management and maintenance of MTaPS supported IT initiatives e.g. Upazila Inventory Management System (UIMS), Warehouse Inventory Management System (WIMS), DGFP Supply Chain Information Portal (SCIP), Logistics Management Information System (LMIS), MOHFW Supply Chain management Portal (SCMP), PharmaDex & e-TB Manager. The IS specialist will be instrumental in ensuring optimal functioning of the tools.

    Specific Responsibilities

    IT Development

    • Monitor, manage and maintain MTaPS supported IT tools (UIMS, WIMS, SCIP, LMIS, SCMP, PharmaDex & e-TB Manager) in collaboration with local IT firm including applying patches and anti-virus updates;
    • Provide technical assistance to users in the development and design of program related documents e.g. risk mitigation & sustainability plan of the tools, ad-hoc data entry, internal and external presentations, communication materials, documents, reports etc.;
    • Work with 3rd party service providers (ISP, equipment providers, Telecommunication Company) to provision new services and ensure good service is provided;
    • Work with one-on-one with MTaPS staff on Network Administration and IT Support to resolve problems with systems issues (LAN, wide area network [WAN], Wi-Fi, software, hardware, setting-up video-conferencing & go-to-meeting etc.), and record problems and resolutions in the helpdesk system or any computer based system;

    • Work on DGHS’s DHIS2 & eLMIS modifications, interoperability, explore new requirements, system adaptation, version’s requirements analysis, mobile app development planning, DHIS2 data entry platform modification, co-ordination with third party software company and MIS, DGHS concern persons;
    • Work with subject matter experts of DGHS/MIS unit, DGDA, NTP and others stakeholders for the development of automated reports and dashboard in different platforms for program evaluation and planning;
    • Perform any other duties as assigned from USAID project operations.

    Quality Control

    • Perform, verify and test data backup and other disaster recovery procedures to minimize loss of data;
    • Provide technical assistance during new reports development, bug fixing and filed level implementation with support for existing tools;
    • Provide need base troubleshooting support (software side) to users at the central, regional and local level;
    • Perform the key role for debugging, testing and effective implementation of HIS tools in consultation with local IT firm;
    • Travel to field for trouble shooting of MTaPS supported IT tools; if needed.

    Interface Design

    • Work with MIS team to ensure effective integration and interoperability of the tools with DHIS2 and other relevant tools developed by partners;
    • Provide technical assistance during system installation, configuration in country server in consultation with local IT firm and MSH TA-MIS/MIS Advisor;
    • Provide technical training to users when new features introduced in existing system or new system will be introduced;
    • Work with relevant experts to develop the training materials including user and systems documentation and also work with technical team to provide user acceptance testing (UAT) training.

    Qualifications and Experience

     Education:

    • Bachelor’s Degree in Computer Science or a related field.

    Knowledge and Skills

    • At least 4 years of relevant experience
    • Experience planning and implementing of project supported IT tools in close collaboration with MOHFW and its directorates;
    • Previous experience installing, maintaining, and troubleshooting Microsoft Office Suite, and other standard software (e.g. Firefox, Explorer);
    • Working knowledge on open source software & basic programming language e.g. MySQL, Java, Visual Basic, PHP is must;
    • Solid training skills and strong understanding of e-health tools and its relationship and integration with relevant tools in the health sector;
    • Extensive knowledge in administering Microsoft Windows 2003 operating systems, Linux, office 2007, firewall, Cisco routers MS Exchange, and Outlook client;
    • Considerable knowledge of DNS, DHCP, Active Directory and the understanding of the Local Area Network;
    • Considerable knowledge of hardware and software configuration issues;
    • Ability to work under pressure with limited supervision of third party vendors/contractors and take initiative;
    • Excellent organizational and interpersonal skills with a service oriented outlook;
    • Excellent communication skills with fluency in English required and ability to communicate in English preferred (written and verbal).

    Physical Demands

    • Ability to travel for extended periods of time in-country to support technical activities;
    • Willingness and ability to travel internationally, including to the US as needed;
    • Keyboard use, pulling drawers, lifting papers <10lbs.
