  • Overview

    MSH is seeking highly qualified candidates for an anticipated five-year USAID HSS/Strengthening Decentralization for Sustainability (UHSS) funded program in Uganda.The UHSS project will focus on strengthened health systems including human resources for health, strategic information, laboratory networks, Supply Chain logistics management, district based healthcare financing and good governance/leadership. This project focus will be essential for the attainment of the UNAIDS 90-90-90 set targets for the HIV/AIDS epidemic control and realization of the vision of an AIDS-free generation in Uganda.


    Availability of the position is contingent upon issuance of a USAID award, and selection of final applicant is subject to USAID approval. Preference will be given to candidates with relevant experience in Uganda.


    The Deputy Chief of Party (DCOP) position will be responsible for management support and reporting, ensuring that staffing is aligned with vision, goals, and plans to achieve program results. With guidance and support of the Chief of Party (COP), the DCOP will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to the clients we serve.  S/he will lead organizational learning including operations research and ensure dissemination of new knowledge to program staff and partners, including the Government of Uganda at national, regional and district levels. DCOP is responsible for timely producing high quality documentation of project’s successes and lessons learned for local and international audiences, as well as quarterly, semi-annul and annual reports to USAID. 

    Specific Responsibilities

    • Reporting to the COP, the DCOP is responsible for implementation oversight, and timely reporting to the donor for the project and ensure the efficient implementation of project activities and the timely reporting of those activities to regional and country specific donors, and MSH headquarters.
    • Work in close collaboration with the MSH Country Representative(s) and Country Operations Management Unit (COMUs) to ensure coordinated and effective operational support for the project, including adapting and implementing management systems with standard operating procedures to administer all activities funded by the agreement,
    • Serve as a member of the Uganda Leadership Team.
    • When appropriate, act in place of the COP.
    • Advise the COP in alignment of human resources with project work plans and emerging SOW from the donors, MSH and partners including on external sourcing of human resources and consultants.
    • The DCOP will directly supervise the Director M, L&E to ensure quality collection of data and use of those data to improve project performance and for timely preparation of all reports, and success stories for USAID funding in line with the required formats. S/he is specifically responsible for ensuring conceptual, analytic and clear narrative complements strong data synthesis and analysis.
    • The DCOP will set direction and coordinate annual work plan development, implementation, and review.  S/he will ensure alignment with regional frameworks and strategies, national and donor strategies in each country – including USAID strategies. S/he will identify opportunities for integrated planning and implementation creating synergies between various program areas. 
    • The DCOP shall guide and coach project staff in leveraging project, non-project and community resources through the establishment and maintenance of partnerships and networks.

    Qualifications and Experience

    • An advanced degree at the Masters level or above in social science, public health, or other appropriate area is required.
    • A minimum of 10 years of experience with 5 years at progressively more senior levels in the implementation and management of international development projects. Health program experience, ideally combined experience in health systems strengthening and HIV/AIDS in sub-Saharan Africa and more relevantly in Uganda, is essential.
    • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and other donor organizations.
    • Demonstrated experience in program management, monitoring, reporting and administration, and contract compliance. Experience with USAID projects is strongly preferred.
    • At least 8 years of supervisory experience. Must have a proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables.
    • Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.
    • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
    • Demonstrated strategic agility, diplomacy, conflict management, team building, strong English conceptualization and writing skills and oral communication, and negotiation skills.
    • Fluency in English is required.
