Overview

MSH is seeking a Chief of Party for a child and reproductive health program funded by USAID.  The program supports the Ministry of Health of Benin (MOH) to deliver high-impact interventions in an integrated fashion to significantly contribute to accelerate and sustain improvements in maternal, newborn and child health (MNCH).

The Chief of Party leads and manages the project and is accountable for project deliverables and results, with full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project management; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other MSH projects. 

This position is contingent upon MSH winning the project award. 

Specific Responsibilities

  1. Oversee implementation of project activities and provide high quality technical and strategic leadership, managerial oversight, and administration of the project.
  2. Serve as the primary project liaison from MSH to the donor and is accountable for the achievement of results, ensuring quality of services are maintained at the highest standard, and that all project objectives and deliverables are met.
  3. Adapt and implement management systems with standard operating procedures to administer all activities funded by the agreement, ensuring sufficient financial staff for disbursing all local costs under this project, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to the donor.
  4. Ensure positive relationships between the team and the multi-lateral and bi-lateral partners in Benin.
  5. Mentor, support, manage and supervise a team of highly qualified staff with a particular focus on achievement of project key tasks and project deliverables.
  6. Communicate, implement, and assure adherence to MSH and project policies, guidelines and values; develops staff skills and knowledge; and facilitates supervisee success and professional development whenever possible.
  7. Cultivate strategic relationships with the donor, US Government representatives, partners, civil society organizations, appropriate officials from local governments and municipalities and representatives from other donor and development agencies; to ensure smooth implementation of activities.
  8. Meet regularly with USAID/Benin FHT leader and attend meetings as requested.
  9. Ensure that project activities are technically sound, evidence-based, and responsive to the needs of the country and USAID.
  10. Facilitate the development of annual work plans and budgets. Review work plans, financial reports, cost share and performance monitoring plans.
  11. Directly supervise the key technical team members, including the Maternal and Child Health Advisor, and the Community Health Systems Advisor.

Qualifications and Experience

  1. MPH, PhD, DrPH or equivalent combination of training and experience.
  2. Ten plus (10+) years of progressively responsible, direct experience in MNCH/FP policy development, program planning, implementation and/or evaluation in a developing country setting.
  3. Demonstrated ability to manage complex, multi-intervention health development programs in collaboration with national health ministries and international partners.
  4. Familiarity with the following three technical areas: MNCH/FP interventions that will be the focus of this project; health management information systems; and supply chain management, commodities and logistics.
  5. Prior experience working with Benin or other West African public health system is preferable.
  6. Proven ability to develop highly effective teams of public health professionals and a supportive and empowering management style.
  7. Excellent interpersonal and communication skills, including the ability to work effectively with culturally and linguistically diverse team of staff, consultants and counterparts.
  8. Prior experience and success directing similar or larger international donor-funded projects.  Demonstrated strategic planning and visioning skills.
  9. Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects is preferred.
  10. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  11. Demonstrated written and oral communication, including substantial presentation experience to high-level audiences (policymakers, program managers, donors), as well as experience in facilitation and small group process.
