SIAPS provides technical support to the Ministry of Health and Family Welfare (MOHFW), Directorate General of Health Systems (DGHS) and the Directorate general of Family Planning of the Ministry of Health and Family Welfare (MOHFW) of Bangladesh for the strengthening of supply chain management systems required to manage health commodities. The scope of this work involves strengthening of procurement planning and management systems, logistics management information systems, warehousing and distribution capacity, as well as supporting the development of public sector capacity in supply chain management including capacity building of national indigenous institutions.

Senior Technical Advisor, procurement provides technical assistance on procurement management systems to the MOHFW and its Directorates like DGFP/DGHS/CMSD especially Procurement and Logistics Management Cell (PLMC).This position will be located within the office of the PLMC and will report to the Team Lead-Procurement.

Specific Responsibilities

Technical Assistance to the MOHFW

  • Provide technical assistance to establish Procurement and Logistics Management Cell (PLMC) of Ministry of Health and Family Welfare (MOHFW) and its functioning including providing support for strengthening procurement management systems of MOHFW.

Liaison and Coordination

  • Maintain close liaison and coordination with senior officials in the MOHFW, DGHS, Central Medical Stores Depot (CMSD) and other related departments and or organizations to ensure activities related to technical assistance are done with their active participation for building ownership;
  • Work closely with the Team Lead, Procurement and other technical and Senior Technical Advisor in the SIAPS Bangladesh Office, to ensure that all technical areas of the project are integrated making the most effective and efficient use of all program resources.
  • Liaison with the Country Management Unit (COMU) to develop different budgets to support and implement technical activities.

Capacity Building

  • Provide technical advice and participate to develop the long-term capacity building plan for GOB counterparts and other stakeholders for strengthening procurement management systems and provide support for the effective implementation of the plan;
  • Provide on-job training to the respective MOHFW officials and technical team members of the PLMC and other entities to strengthen the procurement system and build personal and institutional capacity;
  • Provide technical inputs in the development of training strategies and plans for national and regional level logistics system implementation activities, in collaboration and consultation with Tem Leader- Procurement and relevant team members and partners.

Monitoring Performance Indicator

  • Provide technical inputs to the development of relevant performance monitoring indicators and effectively monitor the performance of procurement component through a structured mechanism.


Representing SIAPS indifferent stakeholders of Government of Bangladesh (GoB) and MSH, BD

  • Represent the SIAPS program at various technical meetings with other cooperating agencies, collaborating partners, senior government officials and/or donor agencies and participate in various working groups as required.


Qualifications and Experience



  • Postgraduate degree in the field of study like logistics, supply chain management, pharmacy, medicine or business management with background in public health or related field; Master’s in Public Health or biomedical engineer will be preferred.


  • Minimum 7 (seven) years experience in providing technical assistance in procurement management or experience of managing a procurement system preferably based on the International Bank for Reconstruction and Development (IBRD) /International Development Association (IDA) guidelines. Experience in national procurement processes in Bangladesh and experience in procurement of essential health commodities desired
  • Experience and ability working with senior government officials will be preffered. Experience with USAID and other donor agencies desirable.

 Knowledge and Skills

  • Extensive knowledge of a highly technical field, as well as applicable laws, regulations and general instructions. A highly qualified and recognized expert in the field;
  • Strong organizational skills and ability to work in a team-oriented, culturally diverse environment;
  • Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints;

Management Sciences for Health (MSH), Bangladesh is seeking applicants for a USAID-supported program Systems for Improved Access to Pharmaceuticals and Services (SIAPS). The position is for temporary, full time basis and initial duration will be for three months with possible extension based on performance and availability of fund. Preference will be given to applicants with relevant experience in Bangladesh.
