USAID/PEPFAR funded Community HIV Care and Treatment (CHCT) project will be implemented by Project HOPE as a prime and its partners, Management Sciences for Health (MSH) and Population Services (PSI), Network of Networks of HIV Positives (NEP+), and National Network of Positive Women Ethiopians (NNPWE). The program aims to accelerate and sustain HIV epidemic control in Ethiopia in the selected scale up woredas of Amhara, Tigray, Oromia, Harari, Gambella, Somalia, Benishangul Gumuz, Afar and SNNP regions, as well as Addis Ababa and Dire Dawa city administrations.  The objectives and interventions are designed to impact UNAIDS 90-90-90 goals and address Ethiopia’s challenges associated with delivering community based HIV care and treatment services.




The Quality Assurance Specialist role includes developing data quality assurance mechanism and tools for the comprehensive community HIV prevention, care, and support and treatment services response. S/he will play a lead role on the overall quality assurance endeavors of the project. 

Specific Responsibilities

  1. Lead the development of service quality assurance tool for the comprehensive HIV prevention, care, and support and treatment services
  2. In consultation with the M&E team institute data quality assurance tool for the CHCT project
  3. In consultation with FHAPCO and FMoH develop a community based HIV Testing Services (HTS) and home based self-testing  quality assurance mechanism
  4. In consultation with FHAPCO and FMoH develop a community based ART adherence support services quality assurance mechanism
  5.  Develop a community based TB, STIs, Malaria, family planning and Safe Water, Sanitation, and Hygiene (WASH)service quality assurance tool
  6. Train and provide regular technical assistance to regional and community level actors including LIPs and PLHIV associations on the service quality assurance tool
  7. Represent the CHCT program in quality related national technical working groups
  8. Other duties as assigned by the supervisor

Qualifications and Experience

  • Master’s Degree in Public Health or equivalent with minimum of seven years of professional experience is required
  • Previous experience of three years or more in similar or comparable positions.
  • Demonstrated experience in program data quality assurance in health and HIV/AIDS projects.
  • Demonstrated ability to communicate clearly and concisely in written and spoken English.
  • Proven ability to develop effective working relationships with important stakeholders and partners.
  • Excellent organizational and prioritization skills, and attention to detail.
  • Previous experience on USAID/PEPFAR funded projects is preferred.
  • Ability to travel up to 30% of the time to the regions
