The Rwanda Health System Strengthening (RHSS) project is a five-year USAID-funded project implemented by a consortium of local and international organizations led by MSH. Working with the Government of Rwanda’s Ministry of Health (MoH) and key stakeholders, the RHSS Project aims to strengthen and expand the performance of the Rwandan health system at the national, decentralized, and community levels. The Project’s focus areas include leadership and management, governance, health financing, private-sector engagement, quality improvement and accreditation work, health information systems, research and knowledge management. The RHSS Project contributes to Rwanda’s multi-sectoral Vision 2020 by assisting in efforts to implement the Health Sector Strategic Plan (HSSP III, IV) and building a strong foundation that will allow the entire health system, from community health workers to central level decision makers in the relevant ministries, to make universal and equitable access to health care a reality for all, promoting a healthy, happy and productive population.
The Senior Principal Technical Advisor for UHC will lead the design and implementation of activities under the RHSS Project’s third intermediate result covering health financing, quality improvement, and private sector engagement. As team leader for this program area, the Advisor will also oversee local and international consultants, review work progress toward results overcoming challenges, and contribute to overall project work planning and reporting.
Reporting to the Project Director and being part of the project’s senior management team, the UHC Advisor will work in a fast-paced, results-driven environment on a team that is responding to high priority government strategies and requests. S/he will work closely with the Ministry of Health, the Rwanda Biomedical Center (RBC), and the Rwanda Social Security Board (RSSB) on a wide range of UHC related issues.
MSH is therefore seeking a highly motivated individual with relevant technical and managerial expertise, analytical skills, and an ability to think strategically about the role of management, health economics, and financing for health systems strengthening and to build capacity of project staff, teams and units within the MoH, RSSB and other counterparts at all levels of the health sector.
