The SAFEMed Information Systems Specialist will be responsible for designing and leading two Ukraine based projects. The first project (designing a centralized reporting system), will be working with a group of analysts and designers on the analysis and design of the architecture for a reporting system that will be collecting and processing  pharmaceutical information from multiple sources. The second project focuses on enhancing an existing pharmaceutical registration system to secure the information and guide development of online access methods.


As the lead for information systems for SAFEMed, this person will help guide SAFEMed’s technical strategy and assist MSH and Ukrainian health officials to make informed project management and architectural decisions. The ideal candidate will require a range of skills including application design, data collection, data security, and data analysis.


This position will not have allowances or relocation available. 12 month position with possibility for renewal. 

Specific Responsibilities

Information Systems Project  Management 40%

  • Under the guidance of the Deputy Chief of Party, develop a detailed project plan to manage progress.
  • Ensure that all projects are delivered on-time, within scope and within budget.
  • Coordinate internal resources and third parties/vendors for the successful execution of projects, where applicable
  • Use appropriate verification techniques to manage changes in project scope, schedule and costs.
  • Measure project performance using appropriate systems, tools and techniques.
  • Report and escalate to management as needed.
  • Manage the relationship with the clients and all stakeholders.
  • Perform risk management in consultation with the DCOP to minimize project risks.
  • Establish and maintain relationships with third parties/vendors.
  • Create and maintain comprehensive project documentation.

Pharmaceutical Registration 35%

  • Work with Ukrainian health officials and other key stakeholders to determine and document business requirements.
  • Work in coordination with field, home office staff, and key stakeholders to research the current system and design the next generation pharmaceutical registration system.
  • Create a roadmap and a project plan for this effort.
  • Support the development, testing, and deployment of the new application
  • Oversee development of an operations guide, a data security guide and a user’s guide for this new system.

Pharmaceutical Supply chain Centralized Reporting 20%

  • Work in coordination with the STA for Supply Chain Management to support pharmaceutical supply chain e-information systems issues within the overall eHealth systems team at the MOH. This may include:
  • Data analysis for all critical data elements in all source systems.
  • Partnering with source systems to document architecture and data transmission capabilities
  • Guide efforts to determine and document business requirements and critical data elements for the centralized report system (dashboard), and develop recommendations for next steps.

Program Support 5%

  • Participate with the DCOP in the development of SAFEMed work plans and budgets as they relate to information systems. Provide input for updating and implementing the annual work plan and budget, as necessary.
  • Contribute, as requested, to regular and ad hoc reporting to SAFEMed, USAID, the Ukrainian MOH or other relevant agencies.

Qualifications and Experience


Required: Bachelor’s degree in mathematics, computer science, physical science or other related discipline

Preferred: Advanced (Master’s or higher) degree in mathematics, computer science or other related discipline




  • At least six (6) years progressively responsible experience in in application architecture, systems integration, development, and deployment
  • At least four (4) years progressively responsible experience as a technical lead or technical project manager with similar projects


  • Experience in managing analysts, developers and IT vendors for information systems projects.
  • Knowledge and experience in working on pharmaceutical systems.
  • Experience working with LMICs with demonstrated understanding of data collection and analysis challenges and trends related to global health, particularly pharmaceutical information systems and health technologies is highly desirable.



  • Superior analytical skills, inductive and deductive reasoning, with the ability to autonomously conduct evaluations and assessments
  • Successful track record in management of information system projects, including prioritization and management/completion of simultaneous projects
  • Analytical, functional/technical skills, team player
  • Superior verbal and written communication skills, including visual depiction of insights and ideas
  • Written and spoken fluency in Ukrainian and English required
  • Proficiency in the use of the Microsoft Office Suite

Travel requirements: Ability to travel throughout Ukraine up to 10% of the time. Keyboard use, Pulling drawers, Lifting papers <10lbs.,
