The Accountant is responsible for assisting the Finance and Administration Manager with safeguarding the assets (financial and physical) of MSH and, ultimately, Global Fund against fraud, loss, or misuse. S/He is responsible for ensuring that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, MSH policy, and any cost principles imposed by the donor agency. The Accountant is aware of, and adheres to, MSH’s procurement integrity standards in all activities.
Under the overall guidance and direct supervision of the Finance and Administration Manager, the Accountant is responsible for helping ensure the provision and execution of financial services, and the effective and transparent utilization of financial resources, including the integrity of financial and administrative services to the MSH-led, USAID-funded Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program in the Philippines. The incumbent promotes a client-oriented approach consistent with MSH rules and regulations. The Accountant works in close collaboration with the Finance & Administration Manager and with theFinance and Operations team in the Regional Office and HQ for resolving financial-related issues and to ensure consistent service delivery.

PMI-S is a five-year PMI/USAID flagship malaria project implemented through a consortium led by MSH. The project is supporting the Government of Nigeria through its agencies at the federal, state, LGA and community levels to reduce under-five and maternal mortality by delivering quality services for management of malaria, its complications, and prevention. PMI-S project focuses on strengthening the capacity of the National Malaria Elimination Program (NMEP) for the implementation of the National Malaria Strategic Plan 2014-2020.
PMI-S will target eight states of Nigeria, namely: Akwa Ibom, Benue, Cross-River, Ebonyi, Nassarawa, Oyo, Plateau and Zamfara.
The role of the Admin/Procurement Officer is to provide admin support and to procure goods and services in compliance with MSH/Donor procurements policies and procedures. S/he collects proforma invoices on approved purchase requisitions, prepares offer analysis and makes recommendations. Once the purchase order has been completed, the Procurement Specialist will follow up to assure delivery. S/he maintains procurement data including supplier list and standards of goods and services, and ensures the effectiveness of procurement in timely and cost effective manner. Assists expatriate staff with resident visas, also assists project staff with visa processing (where applicable). He is responsible for supervision of all drivers and provides transportation services to staff and TDYers.

The Animal Health consultant will provide technical assistance for the design and implementation of country interventions related to Global Health Security Agenda /Antimicrobial Resistance (GHSA/AMR), with a specific focus on animal health.
The Animal Health consultant provides support to the MTaPS Country Director or country Senior Technical Advisor (PTA), collaborates with and supports the HQ’s Manager and Technical Lead of GHSA/AMR portfolio on animal health related activities as required, and provides technical assistance to relevant ministries and other country partners and stakeholders as needed.
Countries of implementation may include (but not necessarily limited to): Burkina Faso, Cameroon, Cote d’Ivoire, DRC, Kenya, Mali, Tanzania, and Uganda.
The period of performance will be from August 2019 through March 2020 with discrete tasks for each country.

The Board Liaison supports the CEO’s office by providing administrative support to the MSH Board of Directors. He/She acts as an administrative liaison between the CEO, General Counsel/Board Secretary, and Board members.
Board-related responsibilities include: updating and maintaining Board Committee Charters and Board Manual; managing communications on committee chairs, committee membership, and rotations; creating, updating and ensuring the distribution of Board agendas and materials; coordinating and scheduling meetings with Board Directors; managing logistics for quarterly Board meetings; and maintaining documentation of outcomes of Board meetings in support of Board activities as directed by the CEO. The position also works proactively with executive staff to carry out the policies, goals, and initiatives of the Board.
Additionally, the Board Liaison will provide administrative support to the General Counsel, including tracking legal matters, invoice processing, basic legal research, and other duties as assigned.

The Business Development Specialist will work as part of a high-performing team to ensure that MSH consistently delivers at or above long-term revenue goals. The Business Development Specialist supports all aspects of new business acquisition at MSH through three key functions: (1) working with the Proposal Manager, other members of the BDP team, and the Technical Strategy Lead to ensure that final proposals are responsive to the needs of the client, reflect the technical approach of MSH, and are professionally produced; (2) managing selected small proposals to public and private funders, contributing to a highly competitive win rate; and (3) assisting in activities to develop the capacity of MSH staff in areas related to business development.

The Case Management/MIP Officer will be supervised by and report to the State Technical Malaria Lead. The Case Management/MIP Officer’s responsibilities will include ensuring the availability of updated national policies and strategic documents to SMEPs, LGAs, and health facilities; providing TA to SMEP to improve malaria case management including diagnostic, and MIP with focus on IPTp at health facilities; coordinating with SMEP to ensure planned trainings occur as planned, and followed up trainings conducted; supporting the planning of and participating in ISS, and ensuring the coordination of malaria case management and MIP/IPTp activities within SMEP and with partners.

MSH seeks candidates for the position of Chief of Party (COP) for an anticipated 5-year, DRC Bednet Distribution Project, projected to be awarded on or by March 31, 2020. The COP will lead a project, supporting USAID/DRC and the President’s Malaria Initiative (PMI) to assist the DRC National Malaria Control Program (NMCP) to distribute insecticide-treated nets (ITNs) via mass campaigns and through schools in target provinces.
Although significant effort and progress in reducing the effect and impact of malaria in DRC in the last decade have been made, including significant reduction in under-five mortality, much work remains as high prevalence affects most of the country, and access to and use of prevention measures such as ITNs is below targets.
The successful candidate will work closely with USAID/DRC and the PMI/DRC team as well as with the NMCP of DRC to lead implementation of this project, respond to technical assistance needs including province-specific implementation as well as national technical leadership and advocacy. The COP will work closely with the MSH headquarters team, particularly the Senior Supply Chain Management Advisor and the Senior Principal Technical Advisor-Malaria, to ensure efficient project implementation while maintaining the highest level of technical excellence.

RESPONSABILITES GNERALES :
Sous la supervision du Directeur de l’Amélioration de la Qualité de Service, le Conseiller Senior en Santé Communautaire et Nutrition sera l’interface du Programme de Santé ACCESS auprès du MSANP en matière de Santé Communautaire et Nutrition. The Contracts Officer (CO) provides contract compliance, management, and administration support services to assigned Country and Project portfolios. Activities include monitoring and ensuring compliance with contract terms and conditions, contract negotiation and management, subcontract administration, and supporting proposal submissions as required. In addition, the CO provides training to project and support staff in contracts compliance, various donor regulations, and MSH policies and Standard Operating Procedures. The CO is aware of, adheres to, and educates staff on the MSH Code of Business Ethics and Conduct in all activities. International and domestic travel may be required.

RESPONSABILITES GENERALES
Le Coordonnateur de District sera chargé de coordonner et d’assurer la mise en œuvre des activités du projet et rapporter à l’équipe centrale par l’intermédiaire du Coordonnateur régional. Le Coordonnateur de District renforcera les capacités de l’Equipe de Managériale de District (EMAD) grâce au mentorat, à l’encadrement et à un soutien à la formation ciblée. En particulier, les Coordonnateurs de District aideront l’EMAD à superviser la mise en œuvre de l’Approche de Prestation de Services Entièrement Fonctionnels (Fully Functioning Delivery Point, FFSDP) pour les CSB et les hôpitaux de district. Le coordonnateur de district aidera l'EMAD à identifier les besoins en capacités non cliniques au niveau du district et àélaborer des plans de renforcement des capacités réalisables. The goal of the global five year USAID Medicines, Technologies and Pharmaceutical Services (MTaPS) Program is to help low- and middle-income countries to strengthen their pharmaceutical systems to ensure sustainable access to and appropriate use of safe, effective, quality-assured, and affordable essential medicines and pharmaceutical services. MTaPS, implemented by Management Sciences for Health (MSH) and partners, will provide technical assistance to the Ministry of Health and Population (MOHP) and the Department of Drug Administration (DDA) including other relevant implementing agencies to strengthen pharmaceutical systems including pharmaceutical sector governance, regulatory systems, pharmaceutical management information systems, and improve patient-centered pharmaceutical services.

The US President’s Malaria Initiative for States (PMI-S) is a 5-year USAID funded project managed by Management Sciences for Health (MSH) and partners to support NMEP and selected states to deliver quality malaria services.
MSH seeks to recruit a Director M&E with excellent understanding and experience of the interplay between malaria surveillance, monitoring and evaluation and overall strengthening of health systems in Nigeria, especially the health management information system (HMIS) strengthening. The Director M&E will serve as the main point of contact for PMI for States Project’s Surveillance, Monitoring and Evaluation (SME) activities, including operational research (OR) and will have overall responsibility for SME including establishment of an M&E strategy and framework for monitoring performance of the IDIQ and all Task Orders, development of an M&E plan that specifies baselines, output, outcome and impact indicators, annual targets, data sources, and major assumptions for TOs.
At the federal level, the position will strengthen the capacity of NMEP to generate strategic data for program management and for decision-making, while at the state levels the position will support state SME strengthening interventions leading to improved quality of data generated and reported by health facilities and LGAs.

The Evidence, Performance, and Impact (EPI) team’s mission is to provide technical leadership and services in Monitoring, Evaluation, Research (MER), and Health Information Systems (HIS) to make evidence-based decisions using valid and reliable data to improve performance in projects and across MSH and to maximize and measure health impact.
The EPI team is involved at every level of a project’s life cycle from pre-positioning to data collection to endline evaluations and dissemination of lessons learned. The HIS EPI team intern will support the advancement of the essential thematic indicators (ETIs) in MSH through various activities, specifically for the HIV indicators. ETIs are considered critical for MSH programming and are to be collected and aggregated across all projects. MSH’s ETIs are selected by a matrix of technical staff and built on MSH’s DHIS2 instance (DREAM@MSH) to provide technical information across projects and portfolios for decision-making. The intern will also help the team with developing communications for organizational learning about MER and HIS.
